Ohio v Cowan The Ohio Supreme Court decision Ohio v Cowan upholds part of Judge Gormans ruling in ACF's challenge that a hearing has to take place to prove a dog is dangerous. If you read the SYLLABUS OF THE COURT below it states 955:22 fails to provide dog owners an oppurtunity to heard on whether a dog is vicious or dangerous under 955:11 (A) (4) (a) that is the section which defines the Pit Bull as "vicious". Before a Pit Bull can be required to be muzzled and insured a hearing will have to take place to determine if its dangerous.
